They kinda do my man. you change one line of code in this game you break 5 other lines. They have to be more careful, they already mess stuff up enough as is

and they do. hotfixes are not actual balance changes, they are for bugs and fine tuning balance changes that were recently made
yeah so if you bug something with a balance change you can hotfix a revert and wait for a major patch to implement that change with QA!!
I feel like they're much more timid with balance changes because they want to avoid screwing with the balance of the game too much, but ironically it just makes it worse. The fast track change was a kerfuffle that probably wouldn't have caused so much vitriol if it came with a bunch more perk changes to test out and shake things up more. But instead it was the same game with a busted perk just added on top.
That bug was fixed in the 10.0.2 patch.

Yeah they don't do balance changes in bug fix patches.
thats my point. We cannot use bugs from patches that don't have balance changes as evidence that small number tweaks will break the game
they are categorically different and so balance changes have their own patches, not bug patches which are specifically a bug.
changing a perk from 1 to 2% isnt a bug fix so it doesnt go into bug fix patches.
