Could BHVR tell us what Victor being on a downed survivor even does?
You havent really explained WHY him being on them is a good thing. Does he prevent any progress from a pickup? Stop them from moving? Hide their aura? How long does it take for another survivor to get him off a downed survivor?
Understanding that will make a big differnce in understanding the rework.

The reason he latches onto the survivor on downs is that it will prevent Twins from using Victor to just keep downing people. It is a change made such that Victor can secure downs (with little to no meaningful counterplay, at that), but that Charlotte then actually has to pick up after him, and not play to slug everyone. If Victor would not latch onto downed survivors despite survivors not being able to kick him (or if Charlotte could recall him while latched onto someone on the floor, which I sure hope won't be the case), you could just use Victor to injure and down everyone over and over again.
For the record: I for one enjoyed Twins, both to play as and against. Save for a few Quality-of-Life adjustments, I wouldn't functionally have changed anything about them. And the new Victor will feel quite ridiculous. You just inevitably go down. The counterplay will still require a coordinated group, because you just have to try and make so much distance that someone can heal you up before Charlotte shows up. Or to use a far-away locker I suppose.
It gives charlotte 10% haste as long as he's latched on the survivor (or locker).
Yes but is that ALL it does? Cause if thats all it does then its a huge nerf

So far, yes! They change her from slugging to hit and run, at least that's what i'm thinking reading her changes.
I've red it again on steam and I think until he's crushed the survivor can't be picked up? His duration is 20 seconds at max (so it's the max duration of the haste) and it's not clear how long it takes to crush him.

Could be, but even then it would be 4-6 seconds? How long is it curently? I only played against one twins since I play (I play mostly killer so it's rare that I play survivor AND get the rarest killer in the game xD)
One thing I'm assuming is you can no longer prevent people from leaving through the exit gates with Victor now when they're healthy. Wondering if that's the case for injured to downed survivors.
I guess you'll see Victor's aura, so the slug can't disappear on you. It also seems like the survivor on the ground can't be healed until Victor is gone. Otherwise, there would be no use in crushing Victor to "help" them.
I see a potential bad scenario with this.
