I think it's fine. High mid tier perk.
Interesting idea, but could be better.
The fact that it only triggers on basic attacks takes away some of its usability on non-M1 Killers, I dont see why it doesnt just work on any time a Survivor is downed, like Infectious Fright.
I really dont think it needs the 40 second cooldown either, as the Killer is unlikely to score multiple downs in under a minute unless the Survivors screw up massively.
It'd actually be really good if it triggered on non-basic attacks as well.
Pop Goes the Weasel is still better imo.
This, and pretty much most other anti-gen perks do a better job one way or another.
There are situations that do allow it to excel and be better than the other perks, but these are few and far between.

Not very good. Needs the cooldown completely removed.
When mixing it with certain perks you can slow the game down greatly, thrilling for example
Ruin isn't comparable.
Use PGTW as your comparison instead.
I have it in a anti-generator build I run. It's pretty useful in smaller maps like the Hawkins Lab, but the larger maps like the MacMillin Estate or the Cornfield it's not terribly useful.
Using it with Surveillance is great.
Why not both?
