Mister_xD is correct. The map fills itself with tiles, and then places pallets in possible spots, prioritizing spreading them out. If there's not enough spaces to reach the minimum number, you get double pallets like this that don't meet the normal pallet-spacing logic. This should not be a common occurrence, and if it is, that means the tiles that spawned largely don't have pallets.

I feel sad all of the sudden.
Remember when they "nerfed" pallets. LOL
I remember them going he we removed 1 pallet. Pallets can't spawn within close proximity to each other.
I love how survivors cry over the insta heal nerf whenever nerfs that "favor" killers are things like this lol.
when the game has not reached the minimum amount of pallets, it will force pallet spawns, even if they would be too close to other pallets.
seeing this double pallet spot means, this map has literally the fewest pallets possible.
