Honestly I think that it would be a good buff if Windows of Opportunity actually let the user negate Cruel Confinement as a counter. Windows of Opportunity is already a weak/unused perk and could use a slight buff.
I believe cruel confinement shows to survivors what vaulting locations are blocked right?
No, it shows to the killer.
