It's not really a nerf, it was a fix. PWYF was never intended to give you a stack after downing the obsession (it says 'let them escape' as opposed to 'end the chase'). This was a bug that existed for a very short period, and they fixed it quickly. But PWYF Bubba can still be strong.

Even then torture means to inflict pain upon someone not to kill them. Again Beats the purpose of it.
Ok, let's suppose you're right, but anyway the perk definitely needs a buff. Especially considering the time it takes to build 3 stacks. It's only good if you're using tombstone Myers...to lose 1 pip...

Anyways yes it works but tbh you should use perks and add-on that works with you. Depending on your playstyle certain builds may be harder to use.
Like using adrenaline on my survivor would be completly useless since I usually can hide or juke until the end.
