Technically yes,because you can't punish those players without nerfing Ruin.
But I would say no.
I absolutely despise when people camp at 5 gen with ruin and noed with an OP killer like Billy or Spirit.
The best thing you can do is acknowledging they suck and move on to the next match.
Camping is punished in the emblem system,but you still see a lot of players camping at 5 gens even at red ranks.
People that legitimately mindlessly 5-gens-up camp are luckily a minority. 120 seconds on the hook, 80 seconds for a gen - you can still hammer out 3 gens (or at least get close) even with a few missed skillchecks, or freely search for Ruin itself unless it's by the person they're camping.
face camping is a valid strategy
You can get to red ranks with Toxic Doc face camp build, no one will ever be able to unhook if you time you zaps right... even if you "lose" you're still leaving the match with 20K+ BPs
Ended up climbing to rank 4 today face camping with doc.. tons of salt, but whatever.. no add-ons needed

If you can't do at least three gens if the killer is hard camping, Ruin or not... you deserve your fate.
And like oxygen said, hard camping is very rare.
Or it can be taken out 15 seconds into a game.
There should be a facecamp report so a killer going through the treshold won't get any blood point for multiple games and have a label in the lobby so survivors are aware they'll face that kind of player.
This guy knows how to have fun.
