Is it intended for the Furtive Chase perk to constantly change obsession to the rescuer of the hooked survivor, even if the hooked survivor is not the obsession?

    That would be a bug, yes.

    As the perk description says, it should only change the obsession to the unhooker if the hooked survivor is currently the obsession.
