The killer can hit you after you're 2/3 feet away from the window you just medium vaulted through.

Yeah, because of latency? Also people can reach through windows. The first person view doesn't always represent the hitbox
Do you not know how P2P works? The Killer is Host, so he's always closer to you than he actually appears on the Survivor side.
For him, he's always closer. Ping represents how long it takes for survivor actions to register on the host side. So when you see 120ms, you actually vault 120ms LATER for the Killer.
This is why it looks like he can hit you 3 feet away from the window. It's latency.
