In the past his TR increased when in Frenzy. Is this still a thing? Does it increase from 32m to 40 meters?

No idea but that's what makes Monitor and Abuse Legion nice, stealthier and then you get a large detection rate for using Frenzy, Legion is like Caveira from Rainbow Six Siege, intel machine.
As of 2.7.0, Legion's TR is 32m, regardless of being in Frenzy or not.
