You are incapable of telling the difference between someone getting disconnected and someone deliberately leaving a match. I received a 15-minute ban because of your atrocious game—an incompetently designed mess that clearly does not give a damn about the community’s enjoyment. It is not always about releasing new “skins” or characters; sometimes it is about taking care of the game’s most basic functions. Amateurs.

I'm going to ignore the rudeness in your post as you're clearly frustrated. But to answer the question about why the Disconnect Penalty punishes you when you disconnect from a game either due to your internet issues or for leaving the match - you are still ruining the game for the other players in the match. And there is no way that a system can tell whether you deliberately messed with your internet in order to avoid disconnect penalties so when the player leaves by any means (other than "abandon") they receive a disconnect penalty.
We keep the initial one low because we know that real life things happen and understand that sometimes something might come up that means you have to leave the game. But these should be few and far between.
