Why was Play With Your Food nerfed?

Title is self explanatory, I was not playing at the time when the perk was added, nor was I there when it was nerfed. I can understand 21% being a bit fast but is that not the whole idea of the perk?

    i think they changed that when they did the emta shakeup some years back if i remember right, that perk was in so many builds that they were trying to get other perks in the meta. but we all know how that went
