Killer Concept: The Starlet
The power is a jack-of-all-trades. She has a projectile but with a sizeable cooldown, so missing does punish her. The gameplay loop is successful hit = creates TP spot, get downs and use abilities, fill meter to start a chase on anyone you'd like with them being Exposed. The TP would be more like Freddy's so it's reactable, and the cancel allows mindgames. There can be some skill expression with where you land your M2 from, as it can serve as anti-loop thanks to the Exposed or if you want an optimal TP spot.
The Hex's main purpose is to stop the survivors spawn on your totems and you lose all your perks instantly issue. It also helps prevent losing all your totems at once in general, although I think maybe 45 seconds is a bit too long. Encore is to encourage spreading chases and also counters survivors who stealth and want to gen jockey, since if they're on a gen it'll get blocked and you will know their location. Closing Act is a meme perk that lets you mori people who don't want to leave and teabag at exit gates.
The add-ons are pretty standard benefits you'd see existing killers get from their add-ons. The drawback on the Prop Wine is so if you TP onto someone who is Exposed, they have a bit more time to react since you'll be Undetectable and have no red stain for that chase/the duration of their Exposed.
The iri add-on changes her playstyle fundamentally from being a jack-of-all-trades to making manual TP spots and anti-loop. Instead of injuring with the projectile, tossing it can pressure survivors away from the Spotlight it creates if they don't want to get Exposed. Getting to choose TP spots also improves her mobility as a trade for losing a damaging M2 and having to be an M1 killer.
