Update Legion and Jeff's bios to reflect retconned lore from the comics

The comics are canon to the playable versions of the characters (according to Cote himself), and noticably retconned bunch of things. Examples off the top of my head being Susie painting the mural instead of Jeff, and Frank's age and history being altered. Updating the bios to better reflect the canon would be nice.
