The ability to attempt self-unhook is way too restrictive

It was removed from survivors' basekit to solve the issue of people giving up early on, especially in SoloQ environment and now you can only use it when there are 2 survivors remaining or when your luck is increased. This doesn't cover all situations where self-unhook is advised:

  • When every other survivor is either in the dying state, hooked or dead
  • When all generators are repaired
  • There are also some other situations like when two other survivors are hooked and only one survivor can save you, but they are in a chase far away, but I guess you can't make a rule for that

I think basically every survivor wouldn't mind if other players could try to unhook themselves in these situations. This restriction should only apply when there is still a chance to win.
