Why did they make it so you can't pass through the killer by throwing a flashbang?

Because it was completely one sided, a blind shouldn't be guaranteed - and with a survivor being able to phase into a killer to drop the flashbang where they couldn't react to it, it was incredibly one sided. If a killer has counted for a flashbang / flashlight save by making sure they're in a safe spot there should not be a mechanic that circumvents that.
Removing the exploitable part has made saving a bit more skilfull and risky again, which is how it is intended.
Killers have Lightborn for that.
