Fog vial idea

Now that charges are limited (should be 3 or 4 instead of 2 imo tho) I think it's alright to bring the opacity back up. Specifically, I think they could be very opaque at the start of the duration, and then clear up over time, so for the first second or two you get the old iri opacity, and it fades until the fog is completely gone, then you could make the iri addon change the fog to a constant but lower opacity, like the vials are right now.
