Is houndsense bugged?

Just played against a Houndmaster and whenever she would send Snug out, if you were within 10m - 15m of the search radius you would get hit with houndsense. It seems weird to show the radius, but still apply the effect even if you're well outside of it.

    You should have recorded it from your perspective so we can see it.
