Gen catch up mechanic suggestion
There are two aspects to the catch up mechanic as noted and both feel off. As it currently stands,
A: Gen repair gets slower as each gen is completed
B: Gen repair gets faster as each Survivor is hooked
It's B that has the largest issues as this punishes Killers that spread hooks and rewards tunnelling. If, hypothetically, the Killers get in 16 hooks with double hooking all survivors then the Survivors are both as efficient in numbers as at the start as they still have eight sets of hands and have added efficiency due to the gen repair boost. This makes a Survivor snowball more likely and it's better to just get a Survivor out ASAP. Hooking is discouraged.
If the gen speed repair bonus is based on Survivor deaths then hooking is encouraged and a Killer snowball is less likely as the reduction in Survivor efficiency from losing a member is partially offset by a repair speed boost.
In short, B is off as it doesn't stop snowballs as much as it encourages Survivor snowballs and also encourages tunnelling as counter play which Survivors generally dislike. Switching the gen repair bonus to kills fixes this.
A also can help a Killer to snowball as the first gens are typically the easiest to do and the last the hardest. The Survivors have finite resources; most Killers have unlimited resources so as the game continues the balance sways more in the Killer's favour. By stacking the slowdown on gens as they get completed the Survivors get a harder situation at the end when they're at their weakest. My opinion is the gens should be slower but at the beginning when all gens are fresh and the Survivors have the most resources.
In summary,
A: Gen repair should be slower at the beginning and speed up later
B: Gen repair buffs should be based off of number of survivors eliminated and not hook states
The catch up mechanics are a good concept but the implementation seems to make snowballs more likely. By changing the criteria for gen repair buffs to number of Survivors killed and the timing of the gen slowdown to more slowdown at the beginning and less at the end the measures would be more likely to meet their intended purpose of making snowballs by either side less likely.
