It certainly feels that way that's for sure. I load up my P100 Sadako, and the highest level I get is a P20 or 9. I load up on a P3 Killer and I get 80+ Prestige levels. Like hello? Make it make sense. I know levels aren't everything but it has yet to prove me wrong in my lobbies.
