Scourge Hook Pain Resonance is too rewarding late game
Time and time again the constant situation in this game seems to be perks that give killers way too much late game advantage. Avoiding being hooked the entire match only goes so far when half your team is eliminated. If you're in a situation where there are 2 survivors left and only 1 gen left to do you can pretty much call it game over if one of you gets hooked for the first time. In what seems to look like a winnable or even just manageable situation instantly turns into an entirely killer favored situation when one survivor gets hooked. Survivors are punished for playing well and killers are rewarded for not playing well all because a single perk gives them this advantage. Killer perks should not give this much power especially in the late game.
So my suggestion is simple. SHPR deactivates when there is 1 gen left and only 2 survivors left. If more than 2 survivors are still alive the perk doesn't deactivate. Perks have to have some kind of scaling balance under certain situations. Survivors should not be expected to have to deal with this much of a power shift over 1 perk. The risk/reward factor in this game changes too much too fast. A single perk should not make your efforts feel unrewarding. You're already dealing with half your team eliminated. Being punished for not being hooked this far into the game shouldn't give the killer this much of an advantage. The only situation I can see where this would be Ok is if the last generator you're working on is across the map from the other survivor being hooked, and how often do you think that will happen?

And yet again you talking about a match already over, you really hate the late-/endgame don't you? There's no need for it to be weaker at that point, he killed 2 of your mates (so 2 procs dependening on your last mate 3 times), he didn't get the full value of that perk and had for it to proc down 2-3 people at least once. And even without the full value he managed to kill half your team early. So your team has to be worse than the killer or the killer played good. Survivor is still a role you have to play as team, if your team dies, you die, it's not hard to understand.

There is something wrong with your playstyle if this happens often... You should take a chase.
At 2 survivors left, the issue isn't the killer having pain res procs left.
