Nintendo Switch
Honestly, it's pretty unethical to have stated/promised cross progression years ago for the Nintendo switch. I've bought all the characters, leveled them up to p3 just to get high mmr and face mostly pc players while I'm capped at 30fps with tons of issues no other consoles face, like you guys dont even care about bugs and issues because its the least common console. At that point, you shouldnt even sell your game on the switch if you guys simply dont care in the slightest. Every console has games with cross progression, if you can't do what you say you will, come up with another solution. Maybe you should let people make new accounts and you give them everything they have on their account on a new one with some proof. Do you guys even test anything on the switch? You should, so you can see how terrible it is. You're just lying and taking money and not caring at this point, very disappointing.

Try contacting Nintendo and see if they aren't allowing it for some reason. I feel the only way we get it is like Stadia players once the console is no longer supported for online play.
I doubt it is Nintendo, most likely just behavior. Nintendo has plenty of big cross play/cross progression games. Even if it was Nintendo, they could always find a way. They could at least give you everything from your account on a new one asides from the licensed characters to start with, since that's the apparent reason. If they have any genuine intentions of cross progression, they should implement everything but the licensed characters. Maybe give all the perks but not the licensed characters themselves, like when the stranger things characters were removed.
If it's to do with online play, make the game free, like warzone and overwatch 2, just an example of two games bigger and more profitable than dead by daylight. It'll attract a ton of new players for them to make even more money than the cost of the game through dlc characters and cosmetics in the shop anyways. It would also help balance the player base and mmr with a large amount of new players, making it way less daunting and unfair for new players going against players with 10k hours. It's already hard enough to convince new people to play in that situation, making the game free rather than $20, would make them way more money and increase their player base and longevity of the game.
Bottom line, even if it's every platforms fault and not themselves as they've said, they could find a way to easily do it if they cared or really wanted it. I'm not buying the excuses to cover false promises, and I'm not buying the exact same products twice and starting from scratch. I've never even played a game that's crossplay that has no cross progression also, seems suspicious with obvious incentives to me.
BHVR asked in a recent survey if people would be interested in cross-progression, even if DLCs from the platform's store won't transfer. Hopefully that's indicative we'll finally get it soon.
