I think there should be some mechanism for scourge hooks spawn points

There are some situations that all the scourge hooks gathering at the corner of the map. In this case, it is almost like playing with 3 perks and I think this is quite unfair, so there should be some distances between scourge hooks as QOL changes. Thoughts?
