Killer Perk idea
Whenever you are chasing someone, Reduce all Survivor's Repair speed by 20/25/30%. ( like Pentimento ).
Whenever you are chasing the Obsession, Reduce all Survivor's Repair speed by 30/40/50%. ( -> id like more obsession based stuff and it would be synergy with Nemesis ).
This Perk would be beneficial for the game, because chases wouldnt be as punishing for the Killer. Chases are fun for both sides but really punishing for the Killer, thats why most Killers try to avoid them and camp & tunnel. It would also buff every non-meta Killer, because Killers that benefit from this are weak in chase. And every of the top Killers, is strong in chase.
Also this Perk would reward Survivors for playing stealthy which i think is generally a good thing for the game. Its weird when the best thing you can do is play aggressively as the survivor while you should be scared of the killer.

Yeah no thanks. Chases are only punishing for the Killer if you overcommit to a player that's way better than you, or is in a super strong area.
these numbers are crazy. looping as survivor would feel so unrewarding.
dont get so hard stuck on the numbers, they could always change. its just about the general idea.
