Why even bother wiggling?
I played dead by daylight for a little over six years now, I don’t normally play survivor because it is not fun and in my recent endeavors and playing survivor it is further affirmed my suspicions of survivor being the most Unfun experience you can have an any video game. The killer has way too many tools in order to get to hooks and there seems to be a hook every square inch of every map. I don’t want to seem like a crybaby, but this is ridiculous. Even with 100% great skill checks on wiggling with Boyle over, seems futile to a whesker with bass perks, not even fully upgraded. Please developers get the survivors more tools take out hooks or spread out the location of hooks. Don’t put a hook by every generator in the map, and make struggling something worthwhile to do instead of just skill checks to pass the time for my impending tomb.

How does the killer have too many tools to get to a hook? The only thing they can do while carrying a survivor is walk and basic attack and have a couple perks that can help with it (the same way that survivor has several perks to help wiggle). Also, you shouldn't be able to wiggle out on your own without perks in effect unless the killer is going to a far away hook. That'd be bad and very unfair design.
Exactly what Tatariu said, plus, if there was even a moderate chance of wiggling off without aid (team mates or perks) killer would be virtually impossible.
Imagine if upon completing a gen, you would receive a hard skill check as basekit, and upon failing, the 99% gen regressed to 50% in an instant. That's the impact of failing to hook a survivor, that sort of regression only comes from gen regression perks paired with hard gen defence, and so the hook equivalent, wiggling off, should also require effort and resources, not just doing the bare minimum.

Disregarding a few really unfair maps (saloon, Lery's, Gideon as best examples), all responses here are valid.
Killer would stand no chance to hook - because just 2 people will be able to help each other and make killer unable to ever hook.
There are quite a few tools/strategies to get out of being hooked... flashlights (and all derivatives), sabotaging, pallet saves (or the treat of to force longer paths), body blocking/protection hits., perks like Breakout, etc.
All of these options require survivors to work together to achieve, and are all the product of survivors playing well.
More often than not, the Killer should be getting their hook, and it's not often a survivor gets saved if the killer controls the area well... but wiggling is required for some of these saves to work, and it happens enough that trying to wiggle free is always worth it imo.
