The Nemesis is a brute but is a biohazard though the infection he spreads doesn't really have true side effects besides making nemesis' tenacle and zombies 3 hits to kill. This image presents a way the virus should work and encourage survivors to use vaccines sooner than just hold onto and apply at the last moment and possibly be more careful of being infected.
