Adjust Twisted Masquerade Community Challenges

I think it may be time to adjust the community challenges for Twisted Masquerade. It's a bummer that there is potential to miss out on charms because the team's expectations were a little high for the player base. Either lowering the amount for the communal progress or raising the amount for personal progress.

    The current one is the challenge with the longest. All next have a lower amount required.

    Yep, I and everyone else have eyes. But if you do the math compared to current progress, chances are we won't get all the charms. They've adjusted in the past, they can do it again.
