Did they remove the mechanic of survivors having their 3 unique perks at tier 1 from base level? Just got Jeff and Adam and neither have any perks. I might have missed something in the patch notes

    I don't believe they changed it. To narrow down the bug, did you take any unusual steps in buying them like shards or individually with money?

    Try to go to the main menu and go back to the character. Once I had a situation like that in which I had nothing on my new bought Jeff, but it was just a glitch.
