If you get hooked and go to "now" 2nd stage you dont lose one hook state instead your second hook stage gets shortened by however much you used on the first stage.

You mean when you try to unhook yourself before 2nd stage?
No... it'll turn into something that Survivors hate even more
Tunneling would be even worse then it is right now (and Camping)
Nah, keep the lost state as it places pressure for other survivors to stop repairs and make a save. Like pausing the hook timer, survivors would find ways to abuse it.
