Dead Hard is still too popular

https://www.youtube.com/watch?v=x9a9LM-jyroThe biggest problem with this perk is the "third health state". This is what killers wanted removed. Dead Hard needs another nerf.There's a super simple fix here that would keep this perk strong but make people not want to use it "all the time".
Dead Hard should give you the broken state for 60 seconds after you mend. Being hooked or downed would pause this timer.
