why the incosistency
repressed alliance says "after repairing a gen for 45 seconds"
blast mine says "50% of gen progress"
Why have that weird incosistency when they could both be the same. Wiretap could as well have the same condition as those. Dont understand those odd design choices. Also weird that flashbang besides having the same activation condition as blast mine has a different stated text. Another thing i dont get is that Overcome only gives a 2 second sprintboost while every other active perk gives 3 seconds. Oh and btw Overcome states " when you are injured " instead it should say " when you become injured ".
Those incosistencys are not just in perks but in the game in general. Bugs every new patch. Why even bother using or providing a PTB when there is new bugs anyway. And the Ping incosistency is the worst of them all, having to deal with terrible hit validations almost every game is sickening.

These 'inconsistencies' are what allow you to use these perks at different times.
If they all triggered under the same conditions, then you'd hit one button and activate all three at once. Considering they do different, often contradictory things, this wouldn't be ideal.
Besides, you can consider them as having different 'cooldowns' in relating to their relative strength.
Repressed Alliance being the most effective as it guards against regression, has a fixed charge time, while Blast Mine which merely stuns and delays the killer by a few seconds, can have it's equal charge time augmented by repair speed bonuses. Wiretap being purely info and not protective itself, has the shortest charge time.
50% gen progress can be modified by things like skill checks, toolboxes, or perks that give gen speed. 45 seconds is always 45 seconds - can't be changed by anything. They sound similar but there's actually that important distinction between the two's activation requirement
