It's nice seeing an Ash perk finally get some love. But I think the healer should also get the 10% haste. Thoughts?

PTB, since the new icons overlapped a lot with its role.

Because it was missed from the patch notes. There's a few posts here and there in the PTB forum covering it.

it now also gives a survivor picked up from dying a 10% haste for 10 seconds.

Seems to be the change made
