Billy quality of life change

His chainsaw is way too loud, theres no need for that. Just unnecessary strain on the ears and on long term is probably not healthy, why not make it a bit more friendly? :)

    There's an addon that reduces the noise by 30%.. but that's about it

    I don't play him often anymore, but a couple of games and it was getting irritating already. Tru3Ta1enT (a streamer that does killer/survivor rotations) stopped playing billy because were rly ######### his ears, and I can kind of see why, its very loud for no reason and if you turn the volume too low you won't hear survivors well, kinda messed up imo.
