Simple chage - when your charge percentage + charge percentage given by built to last equals to 100% or less you can just go/stay in a locker to keep refilling.

You can now refill 1% items and keep refilling an empty item for 24s up to 99% once you already refilled it to 99%.

    I am pretty sure this was done by design so that survivors waste some extra travel time. Anyway, I think BTL is in a good spot. It's not meta, but it sure has it's usage.
