If a survivor waits for Wraith to start uncloaking before dropping their Flashbang, Wraith cannot avoid it after accounting for the average reaction time. It can be seen that I stopped uncloaking a few milliseconds after she drops the Flashbang but I still got stunned. Even if I was a second faster there, I would most likely still be in the Flashbang range. There isn't really much Wraith can do in this situation because the survivor's item is not shown while they are working on a gen, so by the time Wraith is near the survivor and uncloaking, it's already too late. I think the Flashbang stun range should be reduced for Wraith so you can at least avoid it if you react in time.
