Are "window tech" and other similar collisions glitches considered bugs?

Isnt all "techs" bugs?
Not necessarily
CJ tech for example isn't a bug, it's more of a technicality about certain things in the game I.E A killer can't break a pallet that's being vaulted, so when the player presses space, they pick up.
I don't think so. Something might just be a good trick to pull off. I think most of them might be bugs probably as offten times bugs / techs are very offten used in the same meaning.

No they aren't or else the would've fixed it already, they intentionally do stuff like that because killers used to get stuck in pallets,vaults and other strange places, like on the grim pantry you could drop down the tiny hole near the single window and just stand still, if the killer tried to follow you down they would be stuck on your head until you moved and essentially could hold the game hostage

Something that doesn't work against good killers lmao when they vault if you time it right you can go through their body and back the other direction , good killers know this and they look or theyll hear you go by
