Perks: Killing joke:

Perk: Seclusion: This perk block the hook rescues for 10/15/20 secs.

Perk: Eccesive Violence: Once you knock down a survivor that survivor wont be able to fill the recover meter on dying state for 10/15/20 secs and wiggle meter by 3/4/5 secs.

    His power could be bottles of joker toxin he throws which hinder survivors and make them laugh, he could also have some like antidote that he can use to speed himself up a little bit.
