Option for lower-lvl Perks

Watching Hardcore Survivor made me think that its probably better to have Noed on lvl 1 than on lvl 3, because you get less movement speed and therefore survivors wouldnt expect you to have Noed.

Also Make Your Choice is a Perk where i would consider to have it on lvl 1 or lvl 2 on Nurse or Spirit. So i feel like we should get the option to use lower-lvl Perks, because the Bloodweb & Prestige Update literally forces you to have higher lvl Perks.

    I think this idea is more than boring.

    Skill levels should not exist in this game.

    I do not see the interest.

    Not worth it in the long run imo. Those two are the only ones that are really affected by being lvl 1 (Discordance used to be like this but got changed).
