Why does the game stutter?

Is there a reason why after the patch the game randomly stutters? It's like it suffers from huge fps drops every now and then even on very low settings, added with obnoxious rubber banding.

    Yeah, it's gotten pretty bad. Before the patch it was the occasional rubberbanding. Now it's stuttering all over the place.

    I picked up a new video card (was planning to anyway) that's a few tiers better than what I was using. New drivers, new control software, tuned it specifically for DBD. No change. Tried all settings with both the old and new cards, made no difference to the stuttering.
