Rework kobeing with free chance of escape, while removing second stage skill check.

Since we buffed killers a lot, we don't need to have a penalty for trying to kobe/failing skill checks.

Remove it altogether and make it free chance of escape up to x times, also it could be decent way to counter(?) camping with certain set of perks.
