New Perk---''It's A Trap''
I really like perks that involve the Entity like Bloodwarden, Bamboozle, and things like that because it brings in the power of the Entity into play. So I thought of a new perk while thinking of changes to Territorial Imperative.
It's A Trap--Hooking a Survivor in the Basement sets a trap, when someone enters the Basement to save their friend the Entity traps the Survivors inside by blocking the exit for 20/25/30 seconds. Neither the Killer nor Survivors can enter or exit the basement during this time.
It sounds strange I know but this could lead to some cool strategies and scenarios. While two people are stuck down there for 30 seconds that gives the killer a teensy bit of time to search or chase the remaining two without having to worry about the other two who are stuck down there. Or, if there are only two people left just hook someone in the basement and if that person goes for the save then they're trapped and you can prepare for the final showdown upstairs. How is this fun for Survivors? Well, they can heal up without having to worry about the Killer showing up and they can loot that chest as well AND get that bonus for a safe hook rescue at the same time.
And yes I mentioned Territorial Imperative and this could be a change for that but these two perks are completely different and serve different purposes so I don't think this should be that change, but if it ends up being that then oh well.

This would be terrible! it gives almost unlimited potential to killers like cannibal, billy and huntress.
Territorial Imperative gives you an indication when someone goes down there and aura of that person, that with Billy and Leatherface is awesome yet no one complains about that. Also you named all the Killers who are already the epic masters of the basement so also not much of a game changer since they don't even need perks. Yes I get that you're saying that with this you can always ambush everyone down there but you can always do that anyway with those killers you mentioned.
Imperative gives you an indication, this perk blocks the basement for a ridiculous amount of time.
it would put the balance way too much towards the killer, i mean, 2 downs for the price of 1 guaranteed? seems unfair to me, it feels more like a power than a perk to be honest
So 1 person already sacrificed, 1 in basement and one goes down there now they're trapped. So that means the person up top is absolutely screwed for the duration of your timer and once hooked that means the 2 in the basement are easy.
huntress with Iridescent, Bubba, Billy, Wraith, heck any killer would have an easy time and lets not forget Nurse who could just blink around for free.
I get that it could lead to a huge snowball of everyone dying in the Basement but what if it was a one time trap like Bloodwarden is? The Killer could wait all 30 seconds up there, basically camping while the other two get Gens done and when the bars are gone you can get one MAYBE two downs and go back into the basement but it never happen again. Also you can really only get two kills down there IF you use Hillbilly or Leatherface because they have the Instadowns while everyone else needs to land 4 hits at the situation.
Every Killer unless they use Hillbilly, Leatherface, now Nurse would intentionally need to use things to instadown people, but those things would be addons and perks, you need to buy those you need to plan for these things and if you don't plan properly you'll have both or one get out if you camp the basement.
Can you imagine the survivors? They look up the basement stairs and see Bubba revving his chainsaw nodding at them

Two disconnects
Only if it comes with another perk called "That's No Moon".
That sounds fair, even if the killer did camp the Basement the entire 30 seconds the person who got hooked wouldn't be punished for being in a situation they didn't ask for. And once again if the Killer acts like a tool and camps for 30 seconds he still gets hurt on Gens because the whole point of the perk is trapping people in and temporarily eliminate a player from the game.
Its a DC! NO!
