Either move the hatch to a different spawn location if the killer stays within a certain radius of the hatch for too long, or move it if the survivor completes a gen.

No. If the hatch has spawned than the killer is likely in a winning situation and if they want to wait on top of hatch for you to get close then that is a valid choice. You can always just do gens to force them to have to do something.
Alternatively, if the killer stands on top of the hatch for too long, just automatically close it. That also moves the game along too.

This is a non-issue. If the killer is camping hatch, do gens. They will either close the hatch and power the gates, or they'll keep camping it and you can do the gens and escape that way.
