I think Deep Wounds should be on all lower tier Killers when they activate their power.

Have it activate any time a killer uses their power on hitting a full health survivor. I could see it being useful on Doc since it would double status effects and make him viable, it would make playing Freddy easier since survivors would have to wake up and then mend if they got hit, Wraith would be really interesting with the same mechanic, Pig would have a double time waster and give some benefit to her lunge, Clown would be interesting with a deep wound mechanic as well, Trapper would be awesome if it activated every time a survivor left a trap. Hag and Huntress and Spirit might be a bit on the strong side, non EW3 Myers builds would get way stronger, and it wouldn't apply to Hillbilly or Leatherface since the instant down. And I would be ok with it on Nurse since most good nurses get a double hit fairly quickly.
If it's a time waster that does essentially nothing so why not?

    Same goes for Freddy since after his transition he's a M1 killer and with the right perks will get a free hit in.

    The deep wounds mechanic comes with a severe drawback, it allows other players to know when that survivor is in the killers terror radius so it would become a double edged sword and it doesn't tick down if in a chase it barely works on Legion since he gets and ability cool down refresh and mobility for afflicting other players. If killers focus one survivor they are giving their team info about that chase and the only benefit would be that survivors would have to mend and heal and waste time if they weren't downed and hooked.

    Essentially it would give other killers a time wasting mechanic since they don't have an instant down or strong map pressure.
