Is it possible to be framed for hacking?
I just had a crazy game (which I unfortunately didn't record) where I was stuck in the killer's arms and then randomly teleported to a locker and had no clip powers. Eventually I was able to float around and so I left through the exit gates. Is this some crazy glitch or is it possible that there are people out there who would use hacks to make it look like survivors are hacking and get them banned?

No. BHVR has an ACM that reviews everything and can tell the difference.
No, each report is reviewed by an ACM (A Human Moderator) pretty much who looks at the video evidence, and they've been trained to spot what cheaters, look like.
Yeah but if I'm floating around and leave the game early doesn't that show that I'm the one hacking?
I mean not really Hackers can do that to other players Behavior is aware of that.
Are they really? How could they tell. They don't have a way to check certain stats in the game like speed or if anybody is editing the game files.
There's multiple videos of hackings doing things to other players they're likely aware of it this isn't new.
Also crazy-ass bugs happen sometimes.
Once as Pig I put a hat on a Meg, then picked her up. Couldn't hook or drop her. She could wiggle, but couldn't wiggle free. We tried everything, all the other survivors and I came together to see what ridiculous things we could do to get Meg off my shoulder. Finally they did a gen and she jumped off to do the head-pop animation, but that was only after we tried everything else. First time I've ever been sorry to kill a Meg.
Best bug ever, though.
