What separates legendary skins from ultra rares?
Most ultra rare skins change the character entirely except Trickster's God of Desire outfit and Sadako's release cosmetic. Why are these ultra rare cosmetics?

Legendary changes it from one licenced character to another licenced character (Leon to Chris, Jill to Claire, Cheryl to Lisa, etc).
Ultra Rare skins changes it from one character to another non-licenced/different character (Trickster to Cupid, Trapper to Krampus, Oni to Minotaur, and now Sadako to Sadako-but-a-corpse-from-the-well-from-the-first-movie).
im pretty sure its that, Legendarys change the character into a different licensed character (like Leon to Chris)
while ultra rares change the character into something completely different, but the ultra rare isnt bound by any sort of license (like baba yaga, minotour oni, krampus trapper, Sadokos new ultra rare, etc)
tldr: legendaries are licensed while ultra rares are not
Trickster and Sadako are still the same characters though
eh, with trickster i genuinely dont know but with sadako theres the argument of you going from playing as a psychic projection of her to playing as her literal corpse from the well
