Why obsession being nothing but an ADVANTAGE survivors can have without killer perks?
I don't get it, it's a downside of survivor perks right?
But all it does is giving them more BP and reducing chance to get chased by notifying everyone else that he is in chase, shouldn't it encourage them to get chased and give killer advantage?

Well I guess Obsession is meant solely for perks. After that it does have the chase indicator but that’s about it.
It does give a downside because the killer gets information about who could be running DS, Object, or other obsession perks
There is too much of those perks and practically useless now, what's the deal if you know they have DS and DH, everyone has it.

If they ever decided to, Rancor and Save the Best as basekit would make obsession relevant.
Realistically though, what they could do is make certain killer powers more effective against the Obsession similar to Myers. Like Wraith's bell is always silent for the obsession, make Ghostface stalk the obsession faster, make the obsession go mad and scream more often for doctor, pig's headbombs always require you to check all the boxes for the obsession, obsession becomes slowed by legion's frenzy attack, etc. There's things you could do to make being the obsession a bad deal for survivors.
I probably should have mentioned that too, but my point was that's how the perks were designed. Right now it's kind of outdated.
