For starters BHVR can do away with cancelling out perks from the bloodweb. IE: I chose STBFL instead of PGTW and therefore need to wait until i get a new blood web. Or maybe they can give us an option to have a perk replaced with another at random. IE: I don't want Stridor because it's poo-poo and by clicking on it it'll get replaced with another.
Removing tiers is still by far the best and the most logical idea
It would be to difficult according to them because they're coding while using Windows '98.
If bhvr thinks removing perk tiers isn't enough of a reduction then what you are suggesting isn't even close
