That's just the mechanic of gens being blocked. They are immune to damage and regression but also cannot be repaired to progress.
It's dumb how it is. At least gives a killer a little amount of time. Which in the current state of the game isn't enough

It's additive to Ruin. Gens still regress but get the 15% immediate hit.
Yes it works with Ruin. So does Jolt and any other perk that instantly regresses gens without needing to kick them.
It would be a touch too strong if it did. PR is already a brilliant perk, just...perfectly balanced and satisfying to use. I would hate to see it nerfed.
yes, a regressing gen gets affected by perks that remove progress without requiring a kick, so surge, pain, erruption will remove progress from a gen being damaged by ruin
Eruption requires you to kick a gen,you can't do it if you have ruin up
Either you use regression, or you use gen blocking for delay. You do not use both.
Its fine that these two archetypes are mutually exclusive.
