Best and Worst Chapter?
Question on title.
"Halloween" is best chapter for me. Myers is outdated killer this days but he was good at first times. He was fun to play or against. And BHVR did really good job with him.
I will put "A Binding of Kin Chapter" to worst chapter. Boring killer. Boring perks for both roles. No new map. Survivor (Elodie) has ugly voice. This chapter was worst for sure (For me).

Best Chapter has 2 contenders imo
Demise of the Faithful, since it brought probably one of the most balanced killers in the game (after a few buffs) and meta changing perks, Jane was also a nice addition and Head On remains to be one of the most fun perks in the game
Cursed Legacy brought along Oni which is a fan favorite, probably has one of, if not the best sound design in the game and has a power that has a pretty high skill ceiling. Yui is also a pretty cool survivor with pretty fun perks.
For worst chapter, Im gonna have to go with Darkness Among Us
Legion has probably been the most unhealthy killer this game has ever seen, your skill as The Legion or as a Survivor didnt matter, not to mention the infamous Moonwalking Legion "tech" and infinite Mend bug which plagued the game back then.
It was probably the 2nd worst chapter launch right next to A Binding of Kin in terms of stability, since they updated the engine and lots of things broke. I still remember having to deal with invisible survivors or killers for months all while having fewer frames.
It also showcased the devs had no idea who to listen to, so in a PTB they didnt address his issues but instead buffed them by reducing the Deep Wound timer if the survivor was already injured while hit in Feral Frenzy. Paired with Stab Wounds Studies and Franks Mixtape you could basically double tap a survivor and there was basically nothing they could do other than pray to who ever they believed in.
Legions reign luckily didnt last too long, and thank god for that
Best: Artist and Blight
Good perks, great killer with a fun gameplay.
Worst: Trickster
Such a dull fan-service character with a spamy uninspired power. Luckily he had 2 good perks.
Best: Halloween is the best licensed chapter to date, as for an original chapter, it'd have to be Descend Beyond, great Killer, great Perks on both sides and great Survivor
Worst: There's no competition, Resident Evil was the worst chapter ever, not even Binding Of Kin comes close. It made the game unplayable for all old gen console players and lower end PC's

Worst: Resident Evil - A Binding of Kin was really bad but atleast only the Twins themselves and the perks were unplayable,meanwhile this chapter turned old gen console games into powerpoint presentations. (not even mentioning the horrible map and how many times it's been disabled).
Best: Shattered Bloodline and Portrait of a Murder. Easy choices.
Worst: A Binding of Kin and Resident Evil. Both broke the game in so many ways.
Some best: Lullaby for the Dark, Demise of the Faithful, Cursed Legacy, Descend Beyond. Strong and fair killers. Which is what usually decides a chapters success. DOTF and DB brought meta perks also. Maps hit or miss
Some worst: A Nightmare on Elm Street, Darkness Among Us, Binding of Kin, All-Kill, and Resident Evil. Horrendous or no maps, killers weak or horrendously designed, overall weak perks. All need reworks
Best: Silent Hill, Cursed Legacy, Demise Of The Faithful, and Portrait Of A Murder.

Best? That’s gotta be Binding of Kin, and Resident Evil, those chapters were gamebreaking.

Best: Resident Evil.
Two Survivors, an iconic Killer who is enjoyable to play as and against, a great map and nine perks.
Worst: Hellraiser.
A single Killer who is frustrating at best to verse, three 'meh' perks, no map, and absolutely no content for the Survivor half of the community. I don't think many people would lose sleep if the Chapter was removed from the game entirely, especially after the NFT fiasco.
Best: Stranger Things
One of the best chapters performance wise (to my knowledge there wasn't anything game breaking at the time), came with Steve (a fan favorite ST character) and Nancy (came with great perks) and Demogorgon (one of the few killers the majority of survivors and killers like), an admittedly not great map but it's still the first time we saw the Hawkins map in a 3D environment so that's worth something, and came with great memes (Demodog, Scoops Ahoy, Steve's awful voice which became so bad it's good, etc.). I don't want to make this another "I'm sad it's gone" post, but it's content was still fantastic and I wouldn't change my mind if it was still here.
Worst: Hellraiser
An unfun killer (to play as and against), no map, and I'm still not playing because of the NFTs (not leaving the community as I love the game and the people I met, I'm just not playing until BHVR does something that earns back my trust).
