Are they just being petty and trying to deny killers the satisfaction of a sacrifice? Or is there an actual reason such as selfishly trying to preserve their rank or end game score?

You get the sacrifice if they DC on hook. They only deny BBQ stacks if they do it before the first hook, that is about all they can do outside of ruin achievements and challenges.
My best guess is it's when someone closes the software after being hooked, and the game doesnt immediately realise they quit possibly. Otherwise I'd be unsure.
If they're trying to suicide on hook and someone goes for the unhook they'll DC out of spite.
Honestly the best outcome for that situation in my experience.
